Andy Tough (Chief Executive)

During the course of the past 37 years Andy has acquired substantial and varied experience in the Property Industry. He is an experienced valuer and in addition, he has acted for both Landlords and Tenants in the negotiation of rent reviews, as well as representing parties regarding Landlord and Tenant work. 

Before joining Inspire, Andy was Regional Portfolio Manager at Danske Bank, served as Chair on the RICS NI Board from 2015-2018 and is currently a Lay member of the Disciplinary Tribunal of the Bar in Northern Ireland. Andy is also a Trustee on the Board of St John Ambulance NI.

In his role at Inspire Business Centre Andy will be responsible for the management of the Business Park, as well as driving the aims and aspirations of the Centre.

Lynn has been at Inspire since 2006. She is responsible managing the day to day running of the Business Centre and is also the first point of contact for Tenants and Visitors on the Business Park.

Charlene is responsible for the Administration of our Business Support Services as well as assisting with the smooth day to day running of the Business Centre.

David Drysdale (Chairman)

David Drysdale (Chairman)

David was appointed to the Inspire Board in January 2014 by the former Castlereagh Council. His career was spent in the Office Supplies with such companies as Olivetti Ltd before eventually running his own business from home. David is former Mayor of the old Castlereagh Council and currently Vice Chair of the LCCC Planning Committee.

David was elected Chairman by the Inspire Board in 2016 and has overseen a complete change management of the Board which involved recruiting people with property knowledge, financial and communication skills as was fitting to the business of a property rental company. As Inspire are governed by Charities Committee and wanting to assist the local community David negotiated a Garden Maintenance scheme with the NIHE. This helps the vulnerable and elderly in the Castlereagh area get a free once monthly grass and hedge cut over the summer months.

David Wright has been a Voluntary board member since February 2020. David has worked in the Property market within Belfast for over 20 years, initially working for McKibbin Commercial and later CBRE. 

David’s expertise is centred around Office and Industrial Properties within Northern Ireland, acting on behalf of both landlords and occupiers.

Jenni Barkley (Voluntary Board Member)

Jenni is an HR professional with several years experience in this sector, having completed a BSc in Human Resource Management at the University of Ulster. She is also an Associate member of the Chartered Institute of Personnel and Development.

Barbara Creed (Voluntary Board Member)

Barbara has around 20 years’ experience in the Legal profession and is Legal Director at Davidson McDonnell Solicitors, where she leads the commercial litigation and dispute resolution team. She holds a certificate in Advanced Advocacy and practicing certificates in Northern Ireland and England & Wales. Chambers Guide to the Legal profession states "Barbara Creed remains a prominent figure in the market and is described by sources as a “first class litigator with a highly effective no nonsense attitude".

Sheila Davidson (Voluntary Board Member)

Sheila Davidson (Voluntary Board Member)

Sheila has been on the Board of Inspire Business Centre since January 2016 and has been privileged to be part of a team that has delivered an environment that supports jobs, businesses and a great working environment. As a public relations and public affairs professional, she has worked with leading companies including Tesco, Dale Farm, Tayto, Deloitte and Ulster Bank. 

Sheila also served on the Senate at Queens University and the Boards of Training and Employment Agency and Investors in People as well as Ulster Orchestra and Grand Opera House. Currently she is specialising in planning communications consultancy and brings a wealth of business, political and media experience to the Board.

Tanya is Director of Ballybeen Women’s Centre, in Dundonald, which is an integrated service provider committed to enabling women, young people and children to realise their potential and fulfil their aspirations through the promotion of health, personal and socio-economic development. She also sits on the Board of Ballybeen Improvement Group. 

John Laverty (Voluntary Board Member)

John is the Councillor for Castlereagh East Area at Lisburn and Castlereagh City Council and is Chair of the Regeneration and Growth Committee as well as being a member of the Environment and Sustainability Committee.

John brings a wealth of business experience to the Board, having, for many years, run his own business in the Insurance Sector.

John is active in Youth Services and , in 2015, was awarded the British Empire Medal for Services to Young people in Northern Ireland.

Neil Mills was one of the Founding Directors of Inspire Business Centre and aided in the negotiation and purchase of the current site in 1994. 

Neil’s expertise is in the Auctioneering, Valuing, Estate Agency and Property Management Business. Neil currently focuses on Property Management and Consulting. 

Ann Osborne (Voluntary Board Member)

With almost 25 years’ experience in the voluntary sector at employee and board level, including 10 years’ experience in social enterprise through her roles as Deputy CEO and Quality & Impact Manager with NOW Group, Ann is passionate about tackling educational disadvantage through supporting young people and adults into employment and training opportunities. As a native of Dundonald, Ann is active in the local community through her involvement in Christ Church Presbyterian and has served as a Governor in Brooklands Primary School. Ann holds an MSc in Voluntary Sector Management from Cass Business School, London.

Andrew Weir is an IT specialist and an Information Security Consultant with Global Payments Inc. As well as having significant experience in application security, compliance, incident response and digital forensics, Andrew has a strong background in software engineering.

Alan Wilson (Voluntary Board Member)

Alan Wilson is a Senior Corporate Banking Manager at Danske Bank UK with over 13 years of experience in the Banking Industry. After graduating with a degree in Engineering, and having completed an internship in London with RBS, Alan enrolled into a graduate programme with RBS whilst completing his chartered accountancy qualifications. 

Alan began his career in Banking at the beginning of the first financial crisis in 2008, and feels that joining at that time “was a really good learning experience and provided good grounding for me, it’s given me a good base to move up the ranks at quite a fast pace”.
